CARB opened a second rulemaking that will determine how Scope 3 emissions are reported, what assurance standards companies must meet, how compliance is enforced, and what the reporting framework looks like going forward. As legally required, this process included a public comment period — a critical window where businesses, experts, investors, and everyday people can weigh in on how the rules should be implemented. All substantive comments will be considered before a rule is finalized. Ceres worked to ensure that this window was used effectively – organizing companies, investors, and advocates to participate. This campaign supports their efforts for future comments responding to CARB. It will allow Ceres to conduct outreach and research, and to coordinate responses that push for disclosure standards strong enough to keep companies accountable – and everyone better prepared for what's ahead.
If the rulemaking process goes well, the final rules will be shaped by a wide range of voices — companies, investors, advocates, and everyday people — surfacing practical alternatives and unintended consequences that agencies may not have anticipated.
